All of it ‘controlled’ with them either knowing all the intelligence or feeding it..

Maybe this is the dirty stuff in counter terrorism. That the govt has to go along with these for a while.. But it wouldn’t be hard for them to carry them out and have a ‘patsy’ to blame afterward..
