Let's face it, he's just a piece of shit.

There is nothing else to describe him.
Nobody wants it on the bottom of their shoe, we shouldn't use the word in polite society, it stinks, it's hard to get rid of..., etc, etc.
But in describing the single most despicable NOTHING that we have ever had as our CinC (Clinton was only a close second), the only thing that fits him is a barnyard term for something that no one wants anything to do with...and so it has become a useful adjective.
