Early on. When he first issued his call for a total and complete shutdown of Muslims entering the country, his campaign was asked if it applied to U.S. Muslims as well. His campaign said, "Everyone." - Link. Later Trump walked it back to say that U.S. servicemen who were Muslim would be allowed back, as well as people who were already living here - Link. Then later he said there would be other exceptions like diplomats who were Muslims or athletes who were Muslim - Link.
So when you get right down to it Trump hasn't a clue to who he really wants to ban or exactly how to do it. But we've known that all along.

Pretty clear that he meant to exclude from reentry any Muslims who leave this country to go get training and radicalization. The few exceptions for diplomats, US serviceman serving oveseas, etc, makes sense. The rest are too big a risk to let back.
