I suspect the U.N. report simply because they cannot be trusted on or about anything. They have supported both armed factions of the Palis in the past. Both Hezbollah and Hamas.
While I question the report about the FSA..it is not because I don't believe some treasonous bastards in both parties in this country aren't capable of thinking up a plan like this...It is I don't think the FSA could properly light a firecracker.

They were only “ authorized” to investigate if it happened, but not who did it
If TPTB were so dang sure it was Assad why would they limit the UN investigation? A UN report finding Assad at fault for that CW incident would legitimize western military action against the Syrian regime. Which the UN has never authorized.
The Russians did their own investigation and reported that the chemical composition ( fingerprint) of the agent used did not come from Syrian military stocks. But they did not say which lab the weapons could be traced to... And which to which country such weapons had been supplied. Iraq, Libya, UKraine, or ...
Regardless by taking control of the CW held by the Syrian regime the Russians thwarted another future false flag and stymied obama... Who remains an unreliable fool in the eyes of our allies because of his do- called red line and hus failure.

I do remember a Syrian nun who was interviewed talking about knowing the neighborhood and the people who lived there who were supposedly attacked ... His biggest agenda is denying that Iraq had an ongoing WMD program. So that pretty much tells you how he would feel about WMDs being used where the satellite photos showed those Iraqi trucks heading in the war.
