Sounds like a means to stop member states from acting so that the EU/Brussels force can also not act, to allow more muslimeification of Europe. The member states can not-act while saving face.

I wonder what Hungary has to say about this? This is a violation of national sovereignty and could be used to stop countries from stopping refugees.

Bad idea.
Each nation can handle it themselves, or form alliances as needed.
When countries hand over their sovereignty to some kind of über-government, they themselves get relegated to the status of children and there is no guarantee that the "parent's" decisions will be any better.
Just one more layer of bureaucracy when there are already too many chefs in the kitchen.
What exactly will that new force be authorized to do?
Without license to kill, they will be as powerless as mall guards.
What will they be doing between emergency assignments, besides sucking up money?

So what happens when some EU member is deemed to NOT be taking in its fair share of refugees or otherwise not playing nice? Does this supernational force then “intervene”, at the behest of the EU, *against* the member state?

Alinsky tactics-creating crises to be used as opportunities in order to reach shady goals that the people would never go for if they were openly stated. Though what the European nations thought the EU was after other than complete sovereignty over Europe, I don’t know. Same here with NAFTA and other globalising trends.

It seems to me that this is exactly what the rulers of at least the western European nations, have wanted all along. They fight tooth and nail to join the EU (Ireland and its “vote until you get it right” comes to mind), and drag their feet for years when the people want a mere say-vote-on staying in, such as in Britain. Both sides of the mainstream political spectrum are complicit.
