Which James Bond film was it where the maniacal gozillionaire scientist/sociologist was zipping into space with his perfect people to repopulate the utopia he was creating after depopulating earth and Ted Cassidy (Lurch) and his almost dwarf girlfriend where part of it until they realized they were marked for elimination?

I don’t know the movie you’re talking about, but I do recognize the mindset. I’m struck by the irony of people demanding the extermination of others, based on criteria that would require their own extermination.

It was 1979's Moonraker. But it wasn't Ted Cassidy (who was already dead) - it was Richard Kiel.

I think it was Moonraker (probably the worst Bond movie ever).
