Undoubtedly. Watch for deliberate aluminum shower type incidents. This concept is not new, however. I saw the same thing back in the 70s, where minorities were hired over others, just not muzzies. To the credit of the FAA, however, these people were hired, but if they couldn't hack the program, were fired, as were all who couldn't hack it. Now? Maybe even incompetent muzzies will be retained.
While the pilots were training Iranians to fly, I had to train an Iranian controller. It was so bad, I could not trust a single word that came out of his mouth. He was a hazard to air navigation, as were all of them.
That seems to be their aim, they just were not clear on the wording.
