It doesn’t promise citizenship, but the ACLU, La Raza, MEChA and others will be on that in moments after a bill like that become law. The SCOTUS would deem it prejudicial based on race. They would get equal treatment.
So Ted could deny he supported citizenship, but know damn well it would be forthcoming.
