You have been running all around and still not disproved a racially seated thesis, where conditions in the organization are involved with this.
I’m sure there is some racially oriented bias on both sides. There always will be bias and distrust, when two different groups, be they racial, religious, tribal or even national, are involved in periods of conflict. Each group distrusts the other’s motivations and there are members in each group willing to fan the flames of discord. I would think that among blacks, in general, don’t hate cops and the minority of their minority do. Same with the cops, there is a bigoted minority of them that will shoot first and ask questions later. I cannot think of any test or oversight process that could prevent the hiring of prejudiced people, especially cops................
