a) Predominantly white professionals who have over twice the median household income;
b)Poor Mexicans and black ghetto trash
Group (a) wants lower taxes, effective infrastructure and low crime;
Group (b) wants as many do-nothing patronage jobs as possible, more freebies and no law enforcement.
Emmanuel has to keep (a) in the city to keep it from becoming Detroit, but he needs (b) to get elected.
The traditional mechanism for squaring this circle is massive corruption: bloated public employee payrolls and lavish benefits at both the city and county level, payoffs to black preachers to keep blacks on the Dem reservation and illegal alien friendly policies that illegally open up welfare services to Mexicans.
The problem is Rahm is running out of money to keep the wriggling mass of black and Hispanic parasites he needs to get elected happy.

There is also a lot of white recent college grads and hipsters living in the city, who are there for a “good time”. The recent college grads will probably settle down, get married and move to the burbs, while the hipsters stay single starving artists for 40 years, before going on the public dole and living in a CHA retirement high rise community. Most all of them vote Democrat automatically too. Group A, (twice the median income) is the most annoying and they are probably the ones who put up all the “I’m With Rahm” signs in their front yards last Spring, to help keep Chuy from getting elected. But apparently their property taxes help fund the whole machine, and they mow their lawns, so I guess we have to bow to them for now.
