I got my first carry permit in Onondaga County NY. The issuing judge invariably stamped all CCW cards with some limitation such as “sporting use ONLY” to wit if you were found using your carry permit as allowed by law (which did not recognize/authorize such limitations) for self defense (reason most people got carry permits) it would be immediately revoked (law did allow issuing judge to revoke a permit for any/no reason). One year, some 4000 permits were issued - only 4 without restrictions making them impotent.
Eventually that judge was removed from the bench due to allegations of involvement in cocaine trafficking.
