President Barack Obama has warned state governors that he will take enforcement action against them if they turn away Syrian refugees.
The Office of Refugee Resettlement noted that the U.S. government plans to resettle at least 10,000 Syrian refugees fleeing civil war and terrorism in the U.S. during 2016, but acknowledged that some state and local leaders have "expressed concerns" at the resettlement program.
"Accordingly, states may not categorically deny ORR-funded benefits and services to Syrian refugees," the letter from Wednesday read. "Any state with such a policy would not be in compliance with the State Plan requirements, applicable statutes, and their own assurances, and could be subject to enforcement action, including suspension and termination."
As many as 26 governors have said they are not on board with accepting Syrian refugees, citing security concerns, especially with the terror attacks in Paris earlier this month, where 130 people were killed.
A Bloomberg poll from last week suggested that more than half, or 53 percent of Americans, share the same concerns and would oppose taking in more Syrian refugees.

My answer: County Sheriffs stand strong and don't allow the Fed to enforce. Those dropped off like the muslims in Christie's state are loaded in wagons and send back. It would be a stand-off much like in Temecula, CA. where the population did not allow many of the recent so-called children-on-rails to infiltrate.
Dragging the jug eared assclown from the white mosque and placing him in front of a firing squad would also be an “enforcement action”.
As a County Supervisor, let ‘em try to bring them into my County. Arizona has already told him to stuff it. We had better band together. Is this finally the issue that will have the States stand up for their citizens?

So when patriots elect Trump, or whatever conservative they elect as president, they also need to support their new conservative president with a new, state sovereignty-respecting Congress that will work within its constitutional Article I, Section 8-limited powers to help patriots and the president restore America.
Getting back to lawless Obama and refugees, note that the states have never delegated to the feds, expressly via the Constitution, the specific power to regulate immigration, immigration therefore a 10th Amendment-protected state power issue.
In fact, both Thomas Jefferson and James Madison, Madison generally regarded as the father of the Constitution, had written, reflecting on 10th Amendment-protected state sovereignty nonetheless, that the Founding States had not delegated to the feds, expressly via the Constitution, the specific power to regulate immigration.
Here is the relevant excerpt from Jeffersons writings.
4. _Resolved_, That alien friends are under the jurisdiction and protection of the laws of the State wherein they are: that no power over them has been delegated to the United States, nor prohibited to the individual States, distinct from their power over citizens. And it being true as a general principle, and one of the amendments to the Constitution having also declared, that the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people, the act of the Congress of the United States, passed on the - day of July, 1798, intituled An Act concerning aliens, which assumes powers over alien friends, not delegated by the Constitution, is not law, but is altogether void, and of no force [emphasis added]. Here is the related excerpt from Madison's writings from the Virginia Resolutions.

Remember in November 2016! Again, support the new conservative president with a likewise new, state sovereignty-respecting Congress.
Obama realizes that if he is stopped by any kind of resistance in this matter, his power and presidency are over. The nation is waiting for just one governor to step up and end the agony.
Bring it on. Stall it in the courts. The new president can then use the same enforcement action against sanctuary cities.
Yeah, it looks like if the state doesn’t take the Syrians it gets suspended from the Refugee Resettlement Program. What’s the downside? A Somali shortage?
