Well, the first thing I would look at is that parking lot...
What else it there besides the clinic?
If only the Clinic, then who did he have a altercation with in the lot? Did that result in the civilian deaths?
What would make sense to me is that when campus police arrived on the seen because of a "shots fired report" did the perp simply seek cover at PP, being the nearest bldg..perhaps they had him blocked from returning to his car.M
That would make sense to me..and would explain why he did not hurt any of the PP patients, or staff.

I saw one man on the news who was shot at while in his car in the parking lot- seemingly at random, The police arrived and the perp was hiding behind PP at first according to news reports. There is a Chase bank, a nail salon, and I heard someone was shot outside an optical store. Also a big supermarket where over a hundred people sheltered in place for hours, and maybe shooting in that parking lot as well. Not much info released.
