That makes as much sense as John Kerry trying to explain our policy in the Middle East.
Not sure what you mean by that, but a better way of understanding the strategy is to recall Charles Manson's "Helter Skelter" strategy. Like with Manson's plan, the trouble makers, who were bad enough on their own, would be used by Manson to cause mass chaos and destruction across the country. To completely destabilize it. Then THEY (the Manson Family) would step in and take over and replace the stupid thugs.
It's actually a pretty good analogy of how Putin is using terrorism as a pathway for seizing control of various regions, be they in the Middle East or in their ongoing retaking attempts of former Soviet states in Eastern Europe. I wouldn't be the least bit surprised if it turns out ISIS, and some of the other terror groups in and around Russia, weren't KGB-like inventions of the Russians created or made worse for just this purpose.

This paradise was where Charlie and his Family were going to wait out this war.
Afterwards, when the black man failed at keeping power, Charlie's Family, which they estimated would have multiplied to 144,000 by that time, would then take over from the black man and rule the cities.
