Mr. Obama is desperate to try to lock in his policy so his successor will have a tougher time undoing it. Tougher politically maybe, but not legally. It's just an EO. All the new guy needs to undo it is a pen. Doesn't even need a phone.
In fact, I've posted that I think the new guy, whomever it may be, should take a VERY aggressive stance toward BO's EO's. He should state publicly that because it's so well known how badly he abused them, that rather than reviewing them on a case-by-case basis with possible retraction (which gives BO the presumption of validity), that they'd be undone in masse, with a review in case a few were VALID, then they'd be reinstated. That would cause explosions of liberal heads throughout the land, and would actually be better for the public, so it's not just symbolic.
