He's been deliberately weak going after ISIS in order that his Russian comrades have reason to move in and grab control of the Middle East. This in addition to their attempted retaking of Eastern Europe. Putin's aim is to restore the Soviet Union, or something very much like it, and Obama, with his traitorous missile defense and nuke deals he's made with Putin has set the stage for that long-awaited Soviet comeback.
But that doesn't make sense, because King Putt wants to overthrow Assad, who is a Russian ally and proxy. I think your comment might have some validity but for that fact. I think the most likely explanation is that Obama is so incredibly clueless and inept, and is way ought of his depth, that he is just blundering about in a narcissistic fog.
Oh I think he's looking beyond empowering European white males with imperial ambitions. He wants an Islamic superpower superior to said white Europeans. He wants ISIS to get their hands on Saddam's biological weapons.
The Soviet Union first proposed to the UN to eradicate smallpox worldwide in 1954. That task was completed in the early 1970s. At that time, the UN came to the US and the Soviet Union proposing that we destroy our stocks of virus, which, to its credit, the Carter administration refused to do. At the same time, Biopreparat in the Soviet Union was reputed to be working with black smallpox. That facility on an island in the Aral Sea has been in the hands of Muslims for over a decade. There were reports that some of the virus had been acquired by Saddam Hussein.
To my knowledge, vaccination was minimally effective against weaponized smallpox, but the point is moot: we have no way to vaccinate that many people and their immunity is long gone.

If the muslims keep invading and attacking Europe many of those countries will volunteer to join the New Soviet Re-Union for protection. Putin is the only world leader who knows how to deal with them. There used to be a few others but we killed them.
