That "Barney Fife" line came from the mayor of Somerville MA, a big supporter of sanctuary cities.
Jindal, who opposed very reckless local policies, deserved better than that.

Bobby Jindal went after Trump, calling Donald shallow, a narcissist, and an egomaniac, so he's not popular with Trump supporters.
Jindal's campaign manager said "Charlie Sheen is clearly Donald Trump's spirit animal. Or maybe it's the other way around?"
Funny way of tying two big stories together, I guess.

In the beginning, Jindal was my guy. I think he’s a good man, incredibly intelligent, and a solid “work history”, so to speak. He’s made his missteps here and there, but overall, a guy I could definitely could have voted for. And I absolutely believe there is a place for a man like him in a Republican administration. He’s just not going to be President.
I’m hoping some of the other candidates follow his lead and drop out soon. It’s been a blessing to have so much fine talent to choose from, but it’s time to start narrowing the field down, IMHO. Huckabee, Rand Paul, etc. will hopefully follow Jindal’s lead. I’m not naive enough to think Jeb will step down at this point, but hopefully he’ll get the message after the first few primaries.

It's a tragic state of affairs when we get to the point that most so-called conservatives don't even know what conservatism looks like anymore. Leftists, of course, call it radical extremism, but so do some "conservatives." Bobby would have been considered the standard conservative only 15 years ago.

I’d bet a cup of coffee there was no exchange about sanctuary cities between the two prior to Trump bringing it to the forefront. Btw, I think Jindal was compared to Gomer Pyle, not Fife.
