Well, then all that water would have to come from the Antarctic since the north pole ice is a floating ice mass in the Arctic sea.
Since the average annual temperature of the Antarctic is approx. -47 degrees F, that would require an increase in surface temperature of 79 degrees over a prolonged period of time.
About the only thing I can think of that would create such an increase in temperature is if the earth got knocked out of orbit and sent heading towards the sun.......
In that case we're screwed and New Yorks fear of rising water will be the least of their problems.......

I had the occasion to be in Holland (though not Amsterdam) staying in a hotel about a block from the ocean-front. The place was surrounded by HUGE levees (and I say that as a former resident of south Louisiana who lived next to the Mississippi River, so I am passably familiar with high levees).

Will someone please calculate the additional volume of water that this would represent? Start with this: 6 ft. The surface area of the Earth times .7. I don’t know how to calculate it.
Then figure the total volume of snow, or ice, that would have to be melted to produce that volume of water. I don’t know the answer, but I know it would be more than the volume of water. An immense volume of snow or ice.
This can’t be that hard to do. Any math teachers?
