He SAW the missile soon enough during a commercial flight over Egypt to take a successful (and apparently unbothersome) jink...??

The report said ROCKET, and most rockets are not guided. So a near-miss would suggest the a/c was flying at a VERY low altitude at the time of this alleged miss.
But the complication to THAT is that 90% of journalists use errant words when reporting about weapons matters --we don't REALLY know what the journalist was told.

Also important to know if this was a night flight or in daytime/day light. You might be able to see a small/medium sized rocket or missile at night because of its exhaust flames, but during the day?

Points to nothing like that. Depends on how high the plane was at. Shoulder-fired are generally not able to go above 16K feet. Certainly not the Russian Igla-S which came from Libya, and about which much has been made without any evidence (MANPADs from Hillary’s Libya operation).
Lower and could have been a simple RPG, which give the sate of the art today, the missile would have hit unless the plane was dropping flares, which it was not. Sounds like a low flying plane - landing or take off and was targeted by some guy with an RPG.
It take a very sophisticated truck mounted system like a Russian Buk or Tor to shoot down an airliner above 18K feet.

If it really involved an unguided rocket which missed by 1,000 feet then it would have been fired CLOSE to the airport, and you can see this is not a super built-up area with lots of cover.
The attackers would be taking a pretty big gamble or they would have to be very stealthy and have a good get-away plan or some collusion with the locals.
