WASHINGTON -- Expanding the federal government's abilities to investigate police departments across the country would be a key part of Hillary Clinton's approach to criminal justice reform if she were president, an aide told The Huffington Post on Friday.
Clinton's plan would include doubling funding for the Justice Department's collaborative reform program that works with police departments to implement change, expanding the Civil Rights Division unit that investigates law enforcement agencies, and adding funds for training for officers on the federal, state and local level.
Clinton supports giving subpoena power to Justice Department lawyers investigating law enforcement agencies that may be engaged in unconstitutional behavior, such as the revenue-driven practices DOJ found during its investigation of the Ferguson Police Department, according to the aide.

FR: Never Accept the Premise of Your Opponents Argument
Low-information presidential candidate Hillary is unsurprisingly clueless (blatantly ignoring?) that the states have never delegated to the feds, expressly via the Constitution the specific power to regulate local police departments. So what Hillary needs to do if she really wants the feds to expand their presently unconstitutional authority over local police departments is the following.
Hillary needs to work with state and federal lawmakers to propose a police amendment to the Constitution to the states. And if the states choose to ratify Hillarys amendment then the feds will have the constitutional authority that they need to regulate local police departments and Hillary will be a hero.
Note that the reason that the feds have their noses in local police issues is this imo. The corrupt, post-17th Amendment ratification Senate is no longer doing its job to protect the interests of the states in Congress as the Founding States had established the Senate to do. Instead, senators are now hurting their states by helping the corrupt House to pass unconstitutional bills that steal 10th Amendment-protected state powers.
The ill-conceived 17th Amendment needs to disappear, and senators who help to pass unconstitutional bills along with it.
