This measure would decrease the state retail sales tax rate on April 15, 2016, from 6.5 percent to 5.5 percent. The sales tax rate would not be decreased if, by April 15, 2016, two-thirds of both legislative houses refer to the ballot a vote on a constitutional amendment that requires two-thirds legislative approval or voter approval to raise taxes, and majority legislative approval to set the amount of a fee increase.
Initiative 1366 aimed to circumvent citizens' lack of power to initiate constitutional amendments. Eyman's 2015 initiative put the state legislature in a bind, forcing them to either put his two-thirds requirement amendment on the ballot or allow the sales tax to decrease from 6.5 to 5.5 percent.

The leftist state Supreme Court will probably overturn it as they typically do. I voted for it though.
I agree that’s the likely outcome - liberals are opposed to people telling them they can’t rule by fiat.
That said, even in Deep Blue Washington, people loathe high taxes.
And politicians who vote to increase them will pay a political price.
The judge just tossed Prop 1366...claiming it violated the “single subject rule”.
Tim Eyman needs to put forth an Initiative saying that initiatives do not need to be limited to a single subject.
Yap, because the judges in WA state are just democrats in black robes.
