It is always hilarious when leftwing girly-boys who couldn’t pick a shotgun out of a line-up criticize others for firearms safety violations.
The latest entrant is some assclown named Wes Siler writing at that hotbed of gun sports Gizmodo. He makes this claim:

Seriously, you can almost hear this little fellow squeal with delight at the thought that he’s made a killer of a political hit.
Staunch gun rights advocate Ted Cruz is here seen holding a shotgun while being interviewed by CNN. Can you see what he's doing wrong? That's right, he's violating the first two rules of gun safety.
When you learn to shoot, apply for a hunting or carry license and any time you're at a gun range, there's four basic rules of gun safety that - and this is impressed on you very strongly - must be observed at all times:Treat all guns as if they are loaded.
Never point a firearm at something you're not willing to destroy.
Keep your finger off the trigger until you are ready to shoot.
Be sure of your target and what is beyond it.
Properly observed, these rules are almost entirely capable of preventing accidental shootings. And I can't emphasize how thoroughly they are drilled into shooters both as they're learning and as they visit any gun range, gun store or participate in any organized hunt.

If you want to get right down to it, carrying a weapon in this manner is profoundly unwise. He’s in a field environment “hunting turkeys”. If this uncoordinated assclown falls down he’s going to have an inch or so of topsoil stuffed in the muzzle of his shotgun and the latter day Davy Crockett probably doesn’t have a cleaning rod. In fact, this style of carry is only appropriate for a range environment and it is never appropriate for a non-break action shotgun, such as our intrepid slayer of “turkeys” seems to be carrying.
The only thing wrong with this is that Siler is an idiot. Sen. Ted Cruz (R-TX) is not “pointing” the shotgun at anything. His finger is not on the trigger. The weapon is obviously unloaded. There is not target. And the environment is not on a range or while hunting. Siler finds someone no one has ever heard of to make his case, “local hunter and lifetime NRA member Scott Nathan”:
"While his action is visibly open, he is still not in control of muzzle direction. In a break-action gun [as Cruz is carrying here] the muzzle should always point down."
and
"He's either a poser who doesn't really hunt, or just a blindingly dangerous nincompoop," concludes Scott. "He's got moves like Cheney."

Sen. Ted Cruz (R-TX) is carrying a break action shotgun. He is carrying it properly. This guy Wes Siler is obviously not a hunter or someone who is even vaguely familiar with firearms. The “NRA Lifetime Member” he recruits is just someone lying to make a political point. They should just shut up and go away.

Shoulder Carry
The shoulder carry balances the rifle on your shoulder, controlling the firearm by a hand on the grip. Always keep your finger off the trigger and on the outside of the trigger guard. This is a good carry when walking beside or behind others. It is not a good carry ifothers are behind you.
When at a shooting range the correct shoulder carry for a break action shotgun would be with the action open, unloaded, barrel pointing down and forward, controlled by both hands.
I bought a print of the original, which features Reagan, and it is framed and hanging on the wall of my office at work.

In all fairness, Gil Ash is a highly respected Sporting Clays instructor.
The way Cruz is carrying is safe due to the gun being open, but you are not completely aware of where the muzzle is pointing, which is both a safety (when loaded) and courtesy (any other time) issue.
