In the case of the UK it’s not that simple. The blacks are not the largest under welfare - these are Caribbean blacks with a strong sense of their own culture. The largest welfare % hounds are Mirpuri Moslems, then native born English whites.
It’s apparently, then, still about race: no matter where you go, you find vast differences in welfare dependency by race.
