It depends on what the situation is. If you’re trying to shoot through a windshield then a 9mm probably isn’t best.

If you need to punch through a heavy leather jacket then a .45 JHP may not perform well.

So I say buy one of each.

Tests of penetration and expansion of modern bullets in these calibers through clothing and windshields into ballistic gelatin show they perform similarly. Buy them all and carry the one you are most confident in as you will probably do better with it.
