Surveillance technology? So, if you weren’t using a handy or such...there’s no problem. Otherwise, they probably have 200,000 phone chats with Marvin telling Wanda that there’s free stuff at this riot or break-in. I don’t see what value this FBI-gathered material is. Go and try to present this in any Baltimore court...the judge will ask how you gathered it and the whole thing gets thrown out.

The FBI aircraft are mostly Cessna 182s, with tiny FLIR cameras on them. The use of such devices is clearly covered in existing law and legal precedence. Baltimore PD and MD State Police have nicer cameras on their helicopters.

This is all an attempt to stir up trouble by the ACLU. The reason the FBI operates the aircraft under shell companies is to hide the ownership from their usual surveillance targets, high end criminal organizations that do counter surveillance.

I think an aerial view of where crowds are gathering would be an invaluable real-time tactical advantage. My great-great-grandfather was a police Captain during the New York Draft riots in 1863, the few hundred lightly armed police were badly over matched by thousands of rioters, though they managed to somewhat limit their fury. After three days, Union troops fresh from Gettysburg arrived and fired indiscriminately into the crowds. The streets cleared. It was about this time the Bishop Carroll noticed that something was going on, and asked the faithful to be a little more discrete in their looting. Thus Bishop Carroll ended the New York draft riots.
