By contrast, the Somalians came by RAT invitation (John Baldacci/Catholic Charities) to take advantage of the generous welfare bait.
Northern Idaho would seem to have a less-than comfortable climate for someone from a warmer region the ME, Africa or Mexico.
Perhaps they can be incentivized to self-deport by pushing legislation to reduce state welfare benefits for new arrivals to discourage "benefit migration".
