Er, believe it or not, Putin is actually correct when he said that other countries can’t send troops to Syria without the Syrian government’s permission.
Like Assad or not, he IS the leader of Syria, and Syria is a sovereign, autonomous nation.

You are correct.
Was mentioned several years ago US SF entering through Jordan. Cover was a “joint exercise”, except the US forces did not return to base, still “exercising”.
