While Alinsky was a community organizer who achieve fame working in the ghettos, his “Rules” are not inherently “left”. They are tactics for persuasion and building support for ideas that can be applied by anyone regardless of political orientation.

Anyone can use the rules...theoretically.
But this is the playbook of American “radicals,” who were very much leftists.
The nature of his book is how to overthrow the establishment, destroy it from within to create a vacuum at which point a new (socialist/Marxist/communist) government would take over.
Conservatives (traditional Americans) would never think of using these “rules” because our goal is not to destroy but to build up, strengthen, protect, and to pass on a country and culture that we think provides the greatest amount of potential for prosperity, potential for happiness while maintaining the greatest amount of freedom.
We don’t tend to be subversive as the Left, mainly because we know we are in the majority and that we don’t need to subvert and undermine anything. We can can truthfully present our case with the relative confidence that anyone with a thinking mind will see it is the best system available.
The Leftists who would employ these “rules” do so because they know if they were to truthfully present their end-game scenario, what the country (even the world) would look like if they got everything they wanted, that the populations would hang them from the nearest lamppost.
As I said, yes, theoretically anyone can use this strategy, it was definitely defined by and delivered to Leftists to use as their instruction manual for destroying America and replacing it with a Soviet-style State.
