You didn’t read/understand the whole sentence. He said don’t take the law into their own hands “if they are not being directly threatened.” Israelis are now carrying guns, Netanyahu approves that, and says use them “if being directly threatened.” They mayor of Jerusalem says the same thing - carry a gun.
