That would also be my reaction if he targeted Muslims.
Once the first victim is gunned down, someone had better call all the rest to action, and then rush him. This person is going to get shot. He is going to get shot anyway.
This suicide mission requires a call to action. Otherwise, people will remain inert, hoping for the best.
The best strategy in an unarmed society is for everyone to rush the shooter and subdue him. In short, "let's roll."
This is not what we are taught in our feminized culture. We are taught by little old women of both sexes.
I was taught by Col. Jeff Cooper at Gunsite. "A man has a moral responsibility to subdue such an assailant." He taught me in 1980.

As soon as they come in the room with the guns, I’ll be saying that! If I’m going down, I’m going down with my fingers jammed in the shooter’s eye sockets.
Of course, I have an eye problem that prevents me from noticing “No Guns” signs. so I’ll probably just shoot the guy or cut him open with my Benchmade Barrage.
That young man who took whatever the killer gave him without fighting the killer or distracting him is going to have to live the rest of his life with the knowledge that he did nothing.
Climb all over him like a gorilla on steroids, would be what would come into my head.

And those frozen in his hypnotic spell are inert.
Then when a person steps up who can break that hypnotic spell, he gets lambasted for not being purist.
