It's more complicated than that. Turkey has a "repentance" policy in which criminals are released if it can't be proven they directly hurt anyone. However, Erdoğan is a menace to Turkey, not just the rest of the world. His rise to power was not a result of Islamist sentiments in Turkey though, and his power is slipping. His 615 million palace has completely alienated him from the 5% that put him in office. He's betting it won't matter now, that his power is absolute, but he's wrong.
