New York City survives on Left-wing gaming the system - from fake ambulance rides to Wall Street banks using printed Federal Reserve fiat money to spread debt around.

A lot of those are probably from car accidents. The police can put people in a ambulance and send them to the hospital regardless of whether they want to go or not. When they get there they just leave.

...In the end, they were stumped. “The transports may not have occurred,” the report said. For 46 ambulance companies, there was no record that patients got medical services in more than 9 out of 10 of the rides they billed for....

Did you miss that there was no documentation of “the place where they were picked up or other critical information”? Accidents would still be documented.
