Could Sen. Paul be trying to do the same thing against Sen. McConnell as the House conservatives did to Speaker John Boehner, set the stage to have Sen. Mitch taken out and Sen. Rand go in?

Did I miss something here? My recollection is that the Cromnibus “needed” to be passed in December to set the stage for a budget to be passed this month in regular order. If it was a budget instead of a CR, it seems to me that you could just leave out line items like Planned Parenthood, and pass it without a supermajority, because Budget Reconciliation is exempt from filibuster.
