The answer is to adopt a policy to allow any child off for a religious observance. But it seems that Muslims use their religion as a way to wedge into the civic affairs of non-Muslims and then as a way of elbowing non-believers in a power play. That is the difference between Islam and other religions. Islam has a power-oriented mindset. It appeals to power and indeed the name in Arabic means “submit”.
This is why Islam is incompatible with liberal western democracies.
Some civilized societies do manage to accommodate large segments of believers in this faith system... but they also tend to be harsh and strict. Singapore for example. They do things in the name of keeping order that Americans probably would never countenance in a million years.
