The problem isn’t just blackmail. They have current performance appraisals and position information, which with the SF86, gives them a comprehensive list of everyone in DoD complete with current address and phone, friends, lovers, etc. In the past if they wanted to conduct espionage it would cost millions just to figure out a pool of candidates to target, and learn enough about each of them to figure out which ones might be targeted. The information was not reliable, so there was a very low success rate. Now they have ground truth for everyone, pick a topic, here are five hundred people working this. Weed out the weakest ten or twenty, e.g. substance abuse problems, mental illness, weakness for the opposite sex, homosexuals... it makes their job way too easy. Moreover, if someone has information they really want they can simply kidnap them, or threaten family members. Or just set up key leaders by planting kiddie porn on their computer to destroy the projects. It puts every employee who works on sensitive military projects at great risk.
