No, it isn’t...
Lavrov said this, and it has been floating around in the ether for a few days now.

As for RT being banned, that is thanks to a few paid trolls over the Ukraine thing.
RT is very often the first English Language source for breaking Middle East News, though sometimes they shoot first, and think later.

But, because of Ukraine, it isn’t SOROS-approved, so some trolls bash it at every chance.

Some of ISIS is fleeing from factions that are fighting for a more secular government (Free Syrian Army, etc.). Large numbers of civilians are also fleeing from Assad's attacks on them (barrel bombs, gas, etc.).
