“Kim Davis was SPECIFICALLY doing her duty by obeying her state’s current marriage laws and refusing to play along with the “make it up as we go” approach.”
She was willing to issue to gays if her name wasn’t on the license, to my understanding. That appeased her religious objection, according to her faith. It seems to me she would have not issued licenses with her name on them even if the KY legislature changed the law or there was a referendum or congress passed a law.
