Jefferson (and the other Founding Fathers) knew better than to allow anyone who didn’t have a stake in the new country vote. I don’t believe one has to own property (though I would qualify under that criterion); I do believe anyone who is a net “taker” should never be casting ballots (because if you “rob Peter to pay Paul”, you will always have the support of Paul).
