If his thesis is accurate, he posits that there are those (Cruz and King) who from our side who were duped and used when they were roped in and showed up. This reaction is seen as furthering the goals of this ruse, which uses children, by showing up. If they can fool Cruz and Alveta, they can fool the rubes who will, over time, soften towards illegal invasion.
