There has been absolutely NO discussion of a change in job description in this article, except, of course, your speculation in the matter.
If you are able to show me proof positive that her job description changed subsequent to her employment, I’ll reconsider my stance on this issue.

She DID the work; and determined that the ones wanting a marriage license were NOT qualified to obtain one in her jurisdiction UNDER THE LAW as it is written.
