ELIGIBLE? As if it's a benefit to him? After he's had the crap beat out of him (same for the guy who sold him the gun), deport his azz back to the Mother Country. At the rate he's going, he won't last long, whereas here in the States, he'll get the benefit of the doubt and treated a Helluva lot better.
