It isn't. OH has a very vigorous and popular charter school presence and a public home-school option that allows participation in public school extra-curriculars. They're terrific safety valves as options for parents who don't want their young ones in the local public schools. It keeps the public schools somewhat on their toes with discipline and other issues because students can go elsewhere.
The Teacher's Unions hate it. If there's any scandal in the supervision of those options, the unions will use it to get them defunded and severely limited. Kasich owes it to OH votes to be very sure there is no scandal involving them, or else he's playing into the hands of liberals while pretending to be conservative.
