There are currently no laws in Kentucky governing the issuance of a marriage license. The Supreme Court stuck down all the marriage license laws in Kentucky. How can she issue a marriage license then there are no laws governing it?

Excellent point. It is lawlessness for her to issue any license to anyone.

Well how is ANYONE getting married then? Is she refusing to sign non-homosexual licenses on the same grounds?
