The thought just occurred to me that what this is about is Mexico is trying to extort Texas into issuing FRAUDULENT birth certificates to children who were born in Mexico but whose parents need an anchor baby!

yeah, but to extort somebody you have to have leverage.
Not sure what Mexico’s is.
except a veiled threat at flooding the border with even more undesirables
