The foreign students in STEM area with Master's and PhD degrees are more valuable to this economy than most people. I would venture a guess there are less than 10000 foreign students in this category. Instead of keeping these exceptionally skilled people, we import ONE MILLION legal immigrants every year who rarely possess any skills and knowledge to be useful to our economy. Most are admitted as family relatives.
So we admit 100 times more useless people! A whole bunch of them collect government benefits. I personally know dozens of people who were approved for permanent residence as parents of US citizens, and every one of them gets social security checks without having worked a single day in USA. Are we really that stupid?
