The gas was most likely from the stockpile of chemical weapons that Saddam didn't have that he didn't transport to his fellow Baathist, Assad, not just prior to the 2003 Iraq war that never happened.

Not long ago it was revealed that many of the ISIS leadership are former Saddam military officers.
Why could it be a stretch to figure they knew where some of Saddam's stockpiles are?
