All diplomatic computer systems on the what the rest of governments knows as Unclassified is Sensitive but Unclassified and is considered an offense to simply forward any communications or information to an outside or non-government computer, unless approved by the Information Systems Security Officer or the Regional Security Officer. SBU is considered a higher classification that Unclassified.

A private server with any type of state department message or email traffic is illegal for any purpose.

All Stated Department SBU or higher network data is dual encrypted. Once it leaves a State Department Network it is no longer protected.

I believe Hillary utilized this server to transfer illegally State Department communications to foreign powers and business associates in foreign countries. Why else would so money transit her Charity Organization at the same time certain actions were required for approval at State?

You also should mention 32 CFR makes the Secretary responsible for information systems security...

She was individually accountable for the entire department, and yet employed an unapproved and unaccountable system for her private use.

As an agency head she was responsible for individually for department policy. As an information user she was responsible individually to protect and preserve the information.

No normal person, hell not even GEN Petraeus, could do what she did and get away with it.
