This is beyond just plain wrong.
Years ago, I worked for a large Los Angeles Bakery. Our drivers would deliver to large & SMALL stores. Many of the SMALL stores would pay in cash when the daily bread was delivered. Cash went into envelope with copy of invoice. Easy as pie.

Several years ago the paperwork was a one page sworn affidavit with two blanks to be filled in: source of funds and signature.
This could later be used as evidence of perjury if it turned out the signer was a dope dealer or terrorist but had written “sale of farm produce” in the source blank.
The common element I’ve noticed in the recent rash of cases is, the banker complains about “too much paperwork” and steers the depositor into making multiple deposits without paperwork, which ends up getting the client busted. Something stinks.
Has the law changed? Has the paperwork increased? Or is the banker getting a kickback? The banker knew about “structuring” but entrapped this man. If I were he, I’d sue the bank.
That $10K limit has been on the book for decades back when $10K was worth a lot. Today, $10K is chicken feed for businesses. The limit should be raised considerably or the rule completely done away with. My vote goes to squashing the rule because it’s your money, not the government’s.
I don’t see a lot about specifics, so you may be ass-u-me’ing.
They might be trying to get the law repealed and a restitution provision put into the repeal.
Yes, this was the basis for my assumption:

If there is a legal way to appeal a tax settlement then he has a right to that and you are just carping for the sake of carping.
If this request is illegal then the IRS should say so.
However where duress is involved then the moral picture does change.
That still does not mean that the law ought not to be repealed... and with restitution provisions.

What I was driving at before, was that even in the law (when it was not politicized) there is the concept of coercion and unequal bargaining power. If there isn't a true meeting of the minds, and an exchange of value, then an agreement can later be found void.
Another example is the one of the power-tripping cop. It's usually better for all concerned to stay polite and let the judge and the Chief of Police know what a jerk the guy was than to try and handle it in real time.
His word is fine, and that you would think that continuing to work to reverse a wrong as egregious as this means his word can’t be trusted says a lot about you. He was likely being threatened with prison time, did what he felt he had to do with a boot on his neck, and cut a deal.
May you wear your chains lightly. The rest of us will fight crap like this any way we can.
Perhaps he should ask the government to set aside the deal, return his cut of the money from the settlement (plus what ever his lawyer got), waive any statutes of limitations, and start over from scratch and see how it turns out.
It’s nice to ID who sides with statism. That would be you.
If I face anything of these sorts I will resist and subsequently 1) demand to know the charges against me and 2) demand my 6A right to trial by a jury (that may nullify an executive branch gone amok). Because the worthless trash asshole Republicans that we placed in congress to represent us REFUSE to keep this executive administration in check, I will ask that my peers do so.

Screw the Chief of Police, he is a decorated lacky of the DA, Bring in the Sheriff! (If you have a good one) He will have no problems handcuffing anyone! It is HIS County.

There was an Excellent NCIS TV Episode with a lady Sheriff that was hitting on Jethro, kinda stuck with me, nevertheless I was remiss on my earlier post
