Why didn’t they attach it to their beloved highway bill? Just wondering.

And here’s why it won’t work: McConnell does not have the authority to decide unilaterally that a given law can be repealed through reconciliation; instead, parliamentarians, the umpires of Senate procedure, interpret the relevant rules and precedents whenever a disagreement arises. Much of Obamacare does not qualify for reconciliation under the Byrd rule, the regulation that governs the process. My guess is to have a separate vote will make it easier and less obvious (because people won’t be screaming for the $$$) when they vote to continue the funding of Planned Parenthood.

But I don’t know. When McConnell is involved, everything is called into question.
