If we don’t put people in prison for partaking, how do we get demand under control?

Make sure we allow opportunities, and other activities that provide an alternative to drugs.
Popular culture in the 60’s brought drugs into power.
The only way to take them out is the same way.
The only way to change popular culture is to refocus the country on morals, ethics, and God.
It’s not going to be a quick fix, but we’ve wasted 40 years, and billions of dollars on the other way and it hasn’t worked.
This method will at least cost less.
It’s a generational problem, like government dependency, and it will take more that 1 generation to fix.
